I have only these enabled in /etc/lightdm/lightdm.conf:

session-wrapper=/etc/lightdm/Xsession
You have the first two also, but you're missing the session-wrapper.
Maybe that helps.

That's because root hasn't got /sbin or /usr/sbin in the PATH variable.
Use "su -" instead of "su" if you don't want to use sudo.
Or add "export PATH=$PATH:/sbin:/usr/sbin" to /root/.bashrc

My cable ISP's modem quit on me a five days ago. They will send a new one but until then I cannot do anything at all.

Nothing wrong there.

Please run these commands in terminal:

sudo apt-get update
sudo apt-get upgrade
and post back any errors.

I think, in your case, it's backports causing these problems and makes it very difficult to solve your issue.

Have you tried to just purge gnupg-agent in terminal?

Note: gnupg-agent is a transitional package for gpg-agent.

I checked it myself and, just as you found out, FF ESR ignores or overwrites some settings in distribution.ini with their hard-coded settings.
There's nothing we can do about that, except providing a prefs.js file in the skel directory which is not permitted by Mozilla.
