Get rid of stupid gnome scroll overlay

Arjen, would you consider to change these defaults on XFCE?

1. Add "GTK_OVERLAY_SCROLLING=0" to /etc/environment

2. Widen the scrollbar a bit so that users are able to hit it without fumbling:
Add /root/.config/gtk-3.0/gtk.css and ~/.config/gtk-3.0/gtk.css with:

/* Widen scrollbar */
scrollbar slider {
    /* Size of the slider */
    min-width: 10px;
    min-height: 10px;
    border-radius: 12px;

    /* Padding around the slider */
    border: 5px solid transparent;
}
And in case anybody complains that this does not look sophisticated enough ... we have quite some elderly users and I think we should accomodate them on SolydX. It's easy for younger people to adjust this setting.

I've added a profile script in solydx-system-adjustments-9 and solydx-system-adjustments-10:
/etc/profile.d/disable_overlay_scroll_bars.sh

and I've updated the Breeze-X gtk3 themes in gtk3-engines-breeze-x

I'll build new ISOs.
